The relevance of the Commonwealth, given its colonial legacy, is a question that hangs over every Commonwealth Heads of Government Meeting. Despite the criticisms, the organisation's membership continues to grow, and its forums remain a popular platform.
Political analyst, Sala Dr George Carter from the Australian National University says the Commonwealth has made positive impact for member states, offering development, democratic and humanitarian support to countries.
"The attention on small states that the Commonwealth continues have...makes it unique," said Sala Dr Carter.
"It funds small island state missions at the United Nations," he added.
